Court Rich, director of energy & utility infrastructure at Rose Law Group and the firm’s co-founder, is helping to shape Pinal County’s energy future

(Disclosure: Rose Law Group represents Arizona Sonoran Copper Company, Ivanhoe Electric, and Resolution Copper.)

Across the United States, we are seeing a strong push toward reshoring critical supply chains, particularly in semiconductors, electric vehicles, advanced materials, and strategic manufacturing sectors. Arizona has emerged as one of the primary beneficiaries of this movement, and Pinal County is now a central part of that story.

One area that needs particular attention is energy. We must continue to grow our technology and grid system. Click Here (or see below) to view my upcoming article in Pinal Ways expanding on this topic.

Our Energy Committee has created a presentation identifying the current energy situation, future needs, and solutions. Using trusted data, industry facts, and proven solutions, they have prepared a document that, in my assessment, is suitable for distribution to our Legislators, Councils, Supervisors, and Planning and Zoning Commissions. This document is designed to provide valuable insights to those responsible for shaping our energy future. A special thank you to our Committee Co-Chairs, Rose Law Group co-founder Court Rich and Kelly Zagrzebski for their leadership in this endeavor, and our committee members representing AES, APS and SRP for their substantial contributions to content.

We look forward to reaching out in the coming months to share with our partners at upcoming commission and council sessions. In the meantime, should you wish to schedule an in-person presentation, please contact Rina.

Pinal County Market Update – 2026

We have some exciting economic development happening right here in Pinal County.  Recently released population figures now put Pinal County (fastest growing county in Arizona) at over 500,000.

When we talk about the economy in Pinal County today, we are no longer discussing future potential. We are discussing an ecosystem that is established, diversified, and accelerating at a regional and national level.

One of the most significant developments in the region is the emergence of a semiconductor support ecosystem. More than ten semiconductor suppliers — including providers of specialty chemicals, advanced materials, precision components, and industrial inputs — have already located operations in and around Casa Grande and Eloy. These companies are positioning themselves to support Arizona’s growing semiconductor manufacturing base. As TSMC continues its expansion in the Phoenix region with additional fabrication facilities, we expect many more Tier 1 and Tier 2 suppliers to follow. This is the hallmark of a true manufacturing cluster, where supply chain partners co-locate to reduce risk, improve logistics, and increase operational efficiency.

Anchoring the advanced manufacturing landscape locally is Lucid Motors. The Lucid facility has become a magnet for technology-driven suppliers and high-skill manufacturers. Surrounding this anchor are globally recognized names such as Kohler, Abbott, Price Industries, and Green Bay Packaging. These are capital-intensive, process-driven operations that demand reliable power, transportation access, and a trained workforce. Their presence signals the maturity and long-term viability of the industrial market in this region.

Beyond advanced manufacturing, Pinal County continues to play an important role in Arizona’s mineral and resource economy. Companies like Ivanhoe Electric, Florence Copper, Resolution Copper, and AZ Sonoran reflect the region’s connection to the mining and critical materials sectors, which are increasingly important as the United States seeks domestic sources for inputs used in electrification, battery technology, and infrastructure.

Logistics and distribution form another foundational layer, with major operators such as NRS Logistics, Walmart Distribution, and Tractor Supply leveraging the Regions strategic position along Interstate 10, I-8, its proximity to both Phoenix and Tucson, and access to rail infrastructure. This logistics backbone supports both traditional retail distribution and the complex inbound and outbound flows required by modern manufacturers.

Further south in Eloy and along key transportation corridors, we are seeing growth in building materials, heavy industrial services, and equipment-related companies. These sectors typically expand in markets where long-term construction, infrastructure, and industrial investment are expected to continue. Their presence reinforces the durability of growth in Pinal County.

Collectively, the narrative of industrial and economic development in this context extends beyond individual sectors or temporary cycles, such as the 2008 housing bubble. It focuses on achieving large-scale diversification.  The region now supports electric vehicle manufacturing, advanced industrial production, semiconductor supply chain operations, mining-related industries, large-scale logistics and housing.

This diversity creates economic resilience and sustained demand for industrial land, buildings, infrastructure, and housing.

For investors, developers, and corporate users, the implications are clear. Pinal County represents a scalable industrial platform aligned with long-term national priorities around domestic production and supply chain security.

Land values are strengthening for well-located industrial parcels, leasing demand is supported by high-credit manufacturing and logistics users, and infrastructure investment continues to follow private-sector growth.

Pinal County has evolved beyond being an alternative to the larger metropolitan markets. It is now a core industrial geography, playing a meaningful role in the next generation of American manufacturing, high-technology production, and continued economic growth.

Bottom line, Pinal County is in a good place, is a good place to invest and grow!
