Judge reverses forced removal of Glendale City Councilmember

Ousted Glendale City Council member Jose “Lupe” Conchas Jr. was reinstated to his seat by a court order Monday.

In a ruling, Maricopa County Superior Court Judge Gregory Como voided Conchas’ removal from the council based on payments from the Salt River Project board, finding the $60 per diem to cover expenses for attending meetings in person did not qualify as “compensation” under the city charter.

Conchas was first elected to his seat in 2024. But in the middle of his term, he sought and was chosen by voters to serve on the SRP Agricultural Improvement and Power District Board.

The Glendale city charter prohibits council members from holding another public office “for which they receive compensation.” And under a state constitutional provision, elected officials cannot hold two salaried public offices at once.
