I don’t know when, or why, the custom of the superintendent of public instruction delivering a State of Education address to legislative committees arose. But it makes no sense.
The superintendent isn’t a policy-making position. K-12 education policy is set by the governor, the Legislature and the Board of Education.
The superintendent is an administrative job. The primary function of the department is to collect and review the data that determines how much the schools get from the state’s funding formulas.
Nevertheless, Superintendent Kathy Hoffman recently delivered her State of Education address to the Senate Education Committee. Part of what she said caught, and irritated, my eye.
