The Pinal County Board of Supervisors are “all about the what. … What do we want to become? What do we want to achieve?” the board was told Wednesday.
The “how” part of accomplishing goals is best left to staff, Mike Conduff said. A consultant hired to study the board and recommend best practices, Conduff compared it to air travel. He said a passenger chooses the destination, chooses the arrival time and chooses the cost, then leaves the rest to the pilot. “Remember our time is so critical and so valuable, anything we can delegate safely, we want to be able to do that.”
Conduff said it’s OK when board members vote “no.” But once the majority has spoken, its word is sacrosanct, and the dissenter should not undermine the will of the majority. He said there should be no “lone rangers” on the board.
