Achieving one of the objectives of the city’s 10-year Housing Plan, the Flagstaff City Council approved a zoning change allowing the construction of housing within the public facilities zone.
The decision could lead to the construction of additional affordable units in a city that declared a housing emergency in 2020.
“We have a housing emergency, we’re in crisis here and we’re not going to fix this overnight, but we’re going to fix it one project at a time,” Councilmember Deborah Harris said of the change.

Mayor Becky Daggett said she saw several reasons to support the measure.
