The city of Mesa will have four questions for city voters on the general election ballot for Nov. 5.
The Mesa City Council adopted a resolution in which residents will vote on four questions. Explanations for these four questions, as well as what a yes or no vote would entail, are below. The following information is taken from the city of Mesa’s website as well as a publicity pamphlet for the general election.
Question 1
The first question for voters is an amendment proposing a permanent adjustment to the city’s 1979-80 expenditure base limit used to calculate the Mesa’s annual expenditure limitation.
Mesa officials are seeking a permanent increase of $148 million to its 1979-80 expenditure base limit. This limit is used for calculating the city’s annual expenditure limitation. An expenditure limitation for a city caps city revenues and spending, limiting future increases to ensure it matches inflation and population growth.
If approved, the base expenditure limit would increase from $805 million to $3 billion in fiscal year 2025-26. Taxes would not be raised. If not approved, the existing expenditure base limit would be retained.
According to the publicity pamphlet, if the adjustment is approved the city would use additional expenditures for a variety of local budgetary purposes, including transportation, general government, public safety, utilities, community outreach and more beginning in fiscal year 2025-26.
