The Planning and Zoning Commission voted 4-1 March 6 to recommend in favor of a rezoning for Westland Village, 40 acres of both single-family and multifamily housing near the Windmill Winery.
Commissioner Jeff Wooley cast the no vote. “Hypothetically, the way the roads are situated right now, they do not support those approximately 600 vehicles,” he said.
Harold Christ, owner of the Windmill and a former housing developer, called the proposal “not very creative.” He noted it would be next to Territory Square, “the most unique piece of property that’s left in the state of Arizona to develop.”
