Surprise council details priorities in new strategic plan

When the Surprise City Council first met in January with a new mayor taking office to update its strategic plan, City Manager Bob Wingenroth wanted the council to have what he called a “blank slate.”

He set up flip charts with nothing on them and led the council to basically start from scratch.

“You took it from there, building from the top and flushing it out and being very detailed about it,” Wingenroth told the council on June 17 right before it voted to accept the strategic plan it drafted.

The plan identifies priorities the council wants to achieve in seven core areas: public safety, transportation, community experience, fiscal responsibility, economic development, government transparency and water.

The city said it is meant to be a framework for focusing resources, guiding policy and supporting budgetary decisions.
