Supporters say a bipartisan Senate bill eliminating most municipal aesthetic home-design requirements would spur much-needed affordable housing while opponents say it would eliminate municipalities’ ability to control neighborhood quality.
SB1431 would ban requirements for screening, walls or fences on residential property, aesthetic design standards or design, materials or finishes, colors or color palettes, window placement, configuration or style; roof form or pitch; façade design, nonstructural ornamentation or architectural style, layout or floor plan, garages, decorative lighting, patios, decks, porches, hardscaping or other outdoor improvements; and paving or surfacing of driveways.
The measure was recommended for passage by the House Commerce Committee last week and is heading to the Rules Committee and then to the House floor.
