Pinal County Board of Supervisors meeting recap

After the Executive Session, the Board heard a presentation from outside counsel on the May 15 ruling in Pinal County v. Miller, case number CV2026-008061. Judge Michael D. Gordon ruled from the bench, issuing a judgment that permanently enjoins Pinal County Attorney Brad Miller from engaging in the scope of work outlined in the Memorandum of Agreement, 287(g) Task Force Model, without prior Board authorization, and directs the County Attorney to comply with his statutory obligations or stay within his statutory authorization.

Following a lengthy discussion during the public comment section on items 21 and 22, the Board requested a continuance for the La Osa Power and Tech Project. The applicant presented a reduced number of buildings after taking into account public feedback on the project. The original scope of items 21 and 22 was to request zoning approval to rezone +/- 2,393.63 acres from GR General Rural Zone to I-3 Industrial Zoning District and approval of a PAD Overlay Zoning District for Data Center, Gas-Fired Power Generation, Battery Storage, and associated office and facilities. This Board approved a continuance with a public hearing to the Regular Meeting on August 26, 2026.

Recorder Lewis gave an update on the Town of Mammoth Jurisdictional Election, which took place on May 19, 2026. All reports have been transmitted to the municipality for their canvass. Recorder Lewis noted in her presentation the increase in voter registrations her office has seen and attributed it to the county’s growth. Additionally, she gave an overview of dates and deadlines for the upcoming Primary Election on July 21, 2026. Click here for more information on upcoming elections. The Board approved the Pinal County tentative budget for Fiscal Year 2026-2027, beginning July 1, 2026, ending June 30, 2027, in the amount of $1,070,940,932 in accordance with A.R.S. 42-17101, including the final FY 26/27 Pinal County Employee Compensation Plan. This budget proposes a primary property tax rate of $3.2607. The final budget adoption is scheduled for June 17, 2026.

At the start of the meeting, the Board approved the acceptance of a $30,000 donation from LG Energy Solution Arizona, Inc. to the Pinal County Sheriff’s Office. PCSO will use the donation to support Employee Morale and recreation, reinforcing LG Energy Solution’s commitment to community safety and to maintaining a community partnership. In the Supervisors District Update, District 3 Supervisor Stephen Miller gave a recap of his recent Town Hall Event in Casa Grande and played the video linked below. District 2 Supervisor Mike Goodman paid tribute to the graduates of his district and showed gratitude to those who gave their lives to protect our freedoms in honor of Memorial Day. District 1 Supervisor Rich Vitiello gave a recap of a public safety forum he attended, held in his district with the Maricopa City Council. District 5 Supervisor Jeff Serdy gave an update on events surrounding the upcoming America 250 celebration. The public is encouraged to follow Pinal County’s social media to stay up to date on planned celebrations across the county. Additionally, Supervisor Serdy gave an update on the historic water agreement signed on May 27 in Superior with Resolution Copper, which focuses on protecting and strengthening the community’s water future. District 4 Supervisor Jeffrey McClure played a video recap (linked below) of the Cody Loop pavement and drainage project in Oracle, which the Associated General Contractors of America recently awarded the Build Arizona Award.

The Board recognized four employees for length of service to the County. Detention Officers Jesse Abraham, Frank Granillo, and Ysenia Guerrero were celebrated for 20 years of service, and Detention Officer Aaron Rangel was recognized for 30 years of service. With Jesse and Frank unable to attend the recognition, Ysenia and Aaron are pictured below alongside Sheriff Ross Teeple and staff from PCSO and the Board of Supervisors.

Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling the matter for further consideration and decision at a later date.
