After Public Hearing, in accordance with A.R.S. 42-17103 and 4217104 of Resolution No. 061726-01-PCB, the Board approved the adoption of the Pinal County FY 2026-2027 budget, beginning July 1, 2026, ending June 30, 2027, in accordance with A.R.S. 42-17105 in the amount of $1,070,940,932 with a tax rate of $3.2607. After Public Hearings, the Board approved six planning and zoning items as presented. These included development of a 26-bed assisted living and memory care residence on a ±2.11 acre parcel, located at the Southeast corner of E. Empire Boulevard and N. Wild Horse Drive in Queen Creek (Item 18); a Battery Energy Storage System (BESS) on ±25.0 acres located at the southwest corner of E. Bella Vista Road and N. Attaway Road in San Tan Valley (Items 19/20/21); a 75’ Wireless Telecommunication Facility for Verizon, designed as a faux eucalyptus tree located southeast of the intersection of W. Highway 84 and S. John Wayne Parkway between Maricopa and Casa Grande (Item 22); and a natural gas-fired power plant on ±164 acres located south-west of the intersection of Sasco Rd. and Coachway Rd., south-west of Red Rock. (Item 23)

In the Elections Update, Recorder Lewis said that on Tuesday, the Elections Department passed its Logic and Accuracy Test with the Secretary of State’s Office ahead of the July 21st Primary Election. The Voter Registration cut-off for the Primary Election is next Monday, June 22nd. In-person Early Voting begins next Wednesday, June 24th, with Early Ballots mailed out the same day. July 10th is the last day to request a Ballot-by-Mail. For complete information on the upcoming Primary Election, please visit Pinal.gov/Votes. (Item 8)

The Board approved the FY26-27 Pension Funding Policy for the Pinal County Public Safety Retirement Plan as required by A.R.S. 38-863.01, with an amendment to the FY26-27 budget to include funding of the unfunded liability of $15,580,879. (Item 24). They later approved Constables’ salaries at $70,000 pursuant to A.R.S. 11-424.01 for Constables elected for the four-year period commencing on the first day of January 2027. (Item 26)

The Board approved a Capital Project Process Assessment conducted by Protiviti, the County’s Internal Audit consultants. The review evaluated how projects from Pinal County’s approved 2024–2029 Capital Improvement Plan (CIP) are planned, executed, and closed from inception to completion. (Item 9). Protiviti also provided updates on the internal Audit Plan FY24-26 (Item 10) and the Silent Whistle program. (Item 11)

Joel Millman, Pinal County’s Director of Economic & Workforce Development, presented modifications to the 2025-2028 ARIZONA@WORK Pinal County Workforce Development Plan as required by the Workforce Innovation and Opportunity Act. (Item 12)

In the County Manager’s Report, Leo Lew highlighted a new webpage that the County has launched for America’s 250th celebrations.

In the Supervisors District Update, District 2 Supervisor Mike Goodman played a video highlighting a Back-to-School Drive in San Tan Valley. Click below to view the video. District 5 Supervisor Jeff Serdy once again warned about the dangers of hiking in the Arizona Summer heat. Finally, District 4 Supervisor Jeffrey McClure said that registration for Waste Vouchers in the Copper Corridor communities is now open. Click here for more information. District 3 Supervisor Stephen Miller was required to attend a Water Infrastructure Finance Authority of Arizona (WIFA) meeting and was absent on Wednesday. (Item 6)

Supervisors Continue to Lower Property Tax Rates & Approve FY26/27 Budget

At Wednesday’s Board of Supervisors meeting, the Board approved adoption of the Fiscal Year 2026-2027 Final Budget of $1,070,940,932, and once again lowered the Pinal County Primary Property Tax Rate for residents.

The Supervisors demonstrated their continued commitment to lowering the Pinal County Primary Tax Rate, bringing it down by $0.1023, or 3%, to $3.2607. Meanwhile, the County’s secondary property tax rates also see a decrease – the Flood District by 5% to $0.1538 and the Library District by 3% to $0.0863.

The FY 2026/27 Final Budget also includes the Pinal County Employee Compensation Plan, which will provide an across-the-board pay increase of 3.5% for eligible employees, as well as a one-time Inflation Volatility Payment of $1200, distributed over multiple pay periods, for the purpose of promoting retention of County employees during periods of significant inflationary pressure and uncertainty.

Chairman of the Board of Supervisors Jeffrey McClure said, “Pinal County continues to see strong growth, which enables us to once again bring Primary Property Tax Rates down for residents. Since I joined the Board in 2021, we’ve lowered it by 43 cents. At the same time, we’ve been able to produce a fiscally responsible budget, while demonstrating support for our valued employees who keep the County running smoothly.”

Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling the matter for further consideration and decision at a later date.
