A couple of years ago, Youngtown Mayor Michael LeVault felt as though he were standing on the edge of a precipice because the community faced a fiscal crisis so severe the Town Council closed the Police Department.
Last week, LeVault stood on top of a small sandy hill next to an electrical substation northeast of Olive and 114th avenues.
He pointed north toward 33 acres that could become the town’s largest commercial venture in its 59-year history.
Youngtown has turned a corner, he said.
