Corporation commissioner dismayed over polarization of deregulation issue

Arizona Corporation Commissioner Bob Burns told colleagues in a letter he’s dismayed by the tone of the debate over electricity deregulation.
“Some of the interested parties and stakeholders have chosen to polarize the issues in a manner that, in my view, is not helpful for Commission consideration of these important matters,” Burns said.
He said he had expected critics of deregulation to welcome the “fresh exchange of ideas” that could lead to recommendations on how to improve the current system. He added that he had also hoped proponents would provide “detailed answers” to his questions about how a deregulated market would work in Arizona.
Burns is suggesting an evidentiary hearing at the commission, in which both sides would have the opportunity to file briefs, present witnesses and cross-examine the opposing side’s witnesses – just like a full-blown court in trial.
Both sides of the debate might have to hire lawyers and experts, a potentially costly endeavor. In his letter, Burns said he wants specific and clear answers to five questions, including exactly how much “stranded costs” electric retail could cause and whether Texas is truly experiencing capacity issues or is generating sufficient energy to meet the demand.
