Struggling non-profit sells its affordable housing units

In 2010, a car crashed into a boarded-up home on McQueen Road in Chandler.

This summer, new owners finally began fixing up the blighted property, which was intended to be affordable housing but was left vacant for years.

“Nothing was taken care of,” said Kevin Groelly, an investor in the property. “It’s all got to be redone.”

The duplex was among thousands of units across the state that the non-profit Community Services of Arizona bought with the help of federal funding, which came with the requirement that it rent the properties at affordable rates.
