Scottsdale aims to reform worker pay raise, evaluation systems

An overhaul of Scottsdale’s evaluation and pay-raise system for employees aims to make it more objective and cut back on concerns such as favoritism, the city manager said.

Mayor Jim Lane called the reform, under way for almost two years, “a long time coming.”

A year ago, Scottsdale parted ways with former Human Resources Executive Director Terry Welker, who submitted his resignation after two years following the death of a family member.

Scottsdale hired Bruce Davis, a former human resources manager for Los Angeles County, who took over in June.

“With all the turnover, things get sidetracked,” said City Manager Fritz Behring, who started work as Scottsdale’s top administrative official in July. “What I’ve asked from the human resources staff and committees of various representatives from departments is to fine-tune our pay-for-performance system and the ways in which we document that.”
