In the olden days of four years ago, the Arizona Corporation Commission had some long-established and well-defined duties.
The commissioners set utility rates. They regulated the numerous (and, often, very small) water companies operating throughout the state. The commission’s securities division investigated suspected investment fraud. And the commissioners were responsible for railroad and pipeline safety. And, largely, that was it.
Today, a new duty is in many ways dominating the commission’s complex agenda: renewable energy.
