Gov. Dannel P. Malloy Tuesday visited Locket’s Meadow Farm on Litchfield Turnpike to commemorate the unanimous passage last spring of a law that will protect horse owners and handlers.
The legislation, an “Act Concerning The Liability of Owners and Keepers of Domesticated Horses, Ponies, Donkeys, and Mules” was a response to state Appellate and Supreme Court rulings.
The rulings could have resulted in unaffordable liability insurance requirements for horse owners and handlers. The law clarifies that domesticated horses do not have “a vicious propensity.”
