Power and policy in play at Glendale City Hall

Recent events have sparked discussions about the structure, form and powers of government in Glendale. We set out to gather some facts and sat down with city administrators and elected officials to get their views.

The city charter, adopted in 1947, says Glendale has a council-manager form of government, which is prevalent in Arizona and nationwide, but our readers on occasion think the mayor is the boss of the city.

“It blends political leadership with professional leadership,” said City Manager Brenda Fischer during a Jan. 15 interview. “I have no desire to be a politician. I enjoy administering. I have no desire to make public policy.”
