Is a guardhouse a public building?

A dispute between officials from Arizona Traditions and the city of Surprise went public during Tuesday’s City Council meeting, filling nearly every chair in council chambers.

At issue is whether renovations to the front gate guardhouse of the retirement community in western Surprise meet requirements of the Americans with Disabilities Act and 2012 International Building Codes.

A city plans examiner April requested modifications to the guardhouse’s elevated platform and increased accessibility to the sidewalk of the public way in early April.
