A cloud hangs over Arizona Public Service and the Arizona Corporation Commission.
As regrettable as it is, this cloud was created by both entities: first, with the question of whether APS provided dark money to help get commissioners elected and, second, over text messages between Commissioner Bob Stump and “dark money” operatives, commission candidates and APS executives.
There is also a troubling relationship between former Corporation Commission Chairman Gary Pierce and APS.
