Thousands of e-mail documents to and from Glendale City Council members from earlier this year show growing tension between the council and then city manager Brenda Fischer.
In the weeks before Super Bowl XLIX, Fischer was under pressure from the Glendale Chamber of Commerce president and council members over permits for a fry bread vendor.
The city manager warned a Glendale City Council member that she might be violating the state’s Open Meetings Law.
