Does it matter that Gilbert hasn’t become a city?

With an estimated population of about 240,000, Gilbert is the fourth largest municipality in the Valley. Its population rivals what are considered to be “big cities” around the country, nearly matching the population of Madison, Wisconsin and doubling the size of Topeka, Kansas.

But Gilbert is not a city at all. In fact, by all available statistics, it is the largest town in the world.
