In the past year, Surprise more than quadrupled its economic development department.
Now, as the city prepares for the opening of two big fish landed by its previous short-staffed department, all signs point to big business gains in the coming year.
The first half of the Dec. 4 General Plan Summit dealt almost exclusively with the department and Surprise’s future prospects. At the time of this meeting in 2014, economic development had only recently broken off from a combined Community and Economic Development department and contained 1½ employees.
