If Peoria is to be successful in eventually preserving hundreds of acres of unspoiled desert vistas as the city develops over the course of the next several decades, it will be based on strong citizen involvement and support, according to officials of one Valley city that pulled off such a program.
Peoria Mayor Cathy Carlat, who called in early December for the formation of a citizen panel to come up with a plan for future growth and open-space preservation, has said the city should lean heavily on resident input and involvement.
