Bill to block Roosevelt Row district goes to Ducey

A bill to stop the formation of a Roosevelt Row business district is headed to the governor’s office

House Bill 2440 would change how districts to fund extra services are formed

The legislation has caused tension among area property owners

Controversial legislation that would block a recently approved business-improvement district in downtown Phoenix’s Roosevelt Row is going to Gov. Doug Ducey’s desk, after a final vote in the Legislature Wednesday.

If signed into law, House Bill 2440 will change how the districts for extra municipal services are established statewide. But a retroactive clause — making the rules take effect Jan. 1 of this year — means Roosevelt Row would be the only partly formed district affected.
