On June 1, APS submitted a proposed restructuring of its rates for business and residential utility customers, which included an option to allow customers to choose a demand rate-based accounting.
APS said demand rates would allow customers to manage utility usage paying lower rates for off-peak use, and being hit with a higher charge for increased power consumption during peak times.
The move, which would be the first utility in the U.S. to have mandatory demand rates for residential customers, has been controversial from the moment it was announced.
