The contentious race for city council in north Phoenix appears to be headed for a runoff election between the top two vote-getters. Interim Councilwoman Debra Stark has the lead Tuesday night in early returns, but the other candidates are locked in a tight contest for second place.
While other contests on the ballot this Election Day likely will be decided when the votes are counted — barring any recount drama — the District 3 council race will head to a March runoff unless one candidate receives a majority of the vote Tuesday.
That’s the anticipated outcome given the competitive, four-person race in District 3. The district has more than 180,000 residents and encompasses Sunnyslope, Moon Valley and parts of northeast Phoenix.
