Secretary of state raises concerns over ‘petition blocking’ tactics. Elections Director Eric Spencer: “[Secretary of State Michele Reagan] urges the Legislature to address the propriety of petition blocking [‘a practice in which people hire away needed signature-gatherers in order to undermine an initiative campaign’].
