Nicholas Mascia, an assistant director of the Surprise department, is mentioned in worker complaints to the U.S. Equal Employment Opportunity Commission. One was dismissed, one was resolved and two are ongoing.
The Arizona Republic reports the city plans to audit the Public Works Department to address morale and management issues.
Mascia turned down an offer to run the Public Works Department in Aberdeen, Wash. citing personal reasons.
In October, city officials announced plans to hire a contractor to review the Public Works Department’s structure, staffing levels, quality control and management.
Employees who were surveyed in December 2011 and March 2012 gave the department low scores for ethical conduct, compared to other city departments.
