Gov. Doug Ducey doesn’t support efforts by one of his allies to cap pay for public school administrators and mandate a higher level of direct classroom spending.
Sean Noble, a GOP political consultant who funneled millions into Ducey’s 2014 campaign through dark money groups, said last week that he will be running two 2018 ballot measures.
The first initiative would require 60 percent of Arizona public schools’ funding be spent in the classroom, as defined by the U.S. Department of Education.

The second initiative would cap executive pay in K-12 public schools at no more than twice the average teacher pay in the same school district or the highest salary a principal receives within that district, whichever is lower.
But, Ducey’s office said today, he isn’t involved with any 2018 ballot measures.
