Casa Grande to release development bonds on 4 stalled subdivisions.  “Arroyo Vista, Carlton Commons, Gila Buttes and Mystic Trails… [P&D] Director Paul Tice said the developers [of these projects] have asked for [‘more than $20 million in’] bonds to be released as they have no immediate plans to build in those subdivisions.” Director Tice says in Casa Grande Dispatch that the projects are “basically being ‘put on ice…’ ” http://bit.ly/2oRaxkp

Homebuilders offer insights on local housing market. ”Pinal Partnership hosted its February breakfast at Elements Event Center… Jeremy Ramsdale of Ashton Woods and Jeff Gunderson of Lennar comprised a panel discussing the home-building and home-buying outlook” for Pinal County. Reasons for not moving in 10+ years. “[This NAHB] poll asked people… the reasons they have chosen to stay put for so long. By far, the most important reason long-term residents aren’t moving is because” they enjoy “contributing” to a lack of inventory — it’s how they “get their jollies.” KIDDING. Stanton touts $200M innovation center in final State of the City. Yesterday, Phoenix Mayor Greg Stanton delivered his final State of the City (he’s expected to resign in May to run for Congress). Orbital ATK planning expansion in Mesa. “Defense contractor and aerospace firm Orbital ATK” plans to build “a new 36KSF production and warehouse building” at its “Gun Systems facility near” Greenfield and the Red Mountain Freeway. Marcum Construction Index predicts robust 2018. It’s the most positive  “outlook for the industry” since 2005. “Marcum’s chief construction economist and author of the index,” Anirban Basu, cites the “recently enacted tax reform bill” as the main reason for the rosy outlook, adding: “If long-awaited progress is made on infrastructure spending the construction recovery will likely transition from solid to spectacular.” AZRE. http://bit.ly/2I8JMQw

‘YOU ARE NOW FREE TO MOVE ABOUT THE WEST VALLEY’ – Sky Harbor to send more planes over Glendale. “The U.S. Circuit Court of Appeals ruled against the [FAA], ordering flights out of Phoenix Sky Harbor Airport to return to the paths they flew four years ago — many of which will fly over Glendale homes and businesses. County supervisors add $20,000 for Mohave Valley water fight. In October, the Central Arizona Water Conservation District approved an agreement to buy farmland that “includes about 14,000 acre-feet of Colorado River water rights, of which 5,538-acre feet a year would be transferred to CAP.”  On Monday, Mohave County Supervisors “approved spending up to $20,000 to draft a complaint that would give the county legal ‘standing’ in opposing the transfer…” Kingman Daily Miner. http://bit.ly/2HexRPD

Cochise County agreement grants easement to public lands for $10. “(El Dorado Holdings) the developer planning to build the Villages at Vigneto, has agreed to sell an access easement located on its property between State Route 90 and the Coronado National Forest… The agreement will give recreational users the right to pedestrian, vehicular and equestrian access… The cost of the purchase to County taxpayers will be just $10 – the amount El Dorado has agreed to sell the easement for.” Was $9.99 too much of a dealbreaker? AG letter says Trump-Sessions kissing off Arizona in DACA case. “In legal papers filed with the [U.S.] high court, [Attorney General Mark Brnovich] accused the [DOJ] of being ‘surprisingly dismissive” of his arguments that a federal appellate court ruling requiring the state to issue licenses is impinging on state sovereignty. ‘Dreamers’ tuition case turns on conflicts over definitions. More specifically, “who the state Supreme Court decides is in this country with ‘lawful immigration status.’ In new legal filings, the attorney for the Maricopa community colleges [said] that phrase is the same as ‘lawful presence.’ ” But AG Mark Brnovich disagrees. Howard Fischer reports in Arizona Capitol Times that this is “important” because of what Prop. 300, approved by voters in 2006, specifically says ”regarding “lawful immigration status.” http://bit.ly/2Fn7hn1

Colbert entertains thought of stealing Sen. Flake’s office rug. “Sen. Jeff Flake unwittingly became part of a ‘Late Night with Stephen Colbert’ sketch recently.
