Glendale City Council opened the door last week to creating districts that would allow for quicker development in some areas of the city’s western region.
The Council outlined guidelines for revitalization and improvement districts, for which bonds are issued to fund infrastructure, to be created in the city. City Manager Kevin Phelps said the first revitalization district application would come before Council next week for the Park 303 mixed-use development near Loop 303 and Glendale Avenue.
Part of the benefit of such a district would be infrastructure such as roads, sidewalks, electricity water and sewer gets built all at once over a large property, rather than happening in a patchwork as buildings are constructed. This helps the property be more shovel-ready and encourages developers to invest more quickly than if they had to wait for infrastructure to be built.
