Glendale City Council members said they wanted more transparency in selling city-owned land, but a newly approved policy remains far less open than that used in other major cities.
The changes came after the council was criticized for selling land downtown to a furniture company without a formal bidding process or appraisal, and with little public disclosure.
The new policy, though, still allows the city manager to arrange deals with private parties without publicly disclosing the location of the property until the terms have been negotiated and the deal is ready for a council vote. No appraisal or public bidding process is required even under the new policy.
