The proposed “Sterling Vista” community is requesting to amend the existing zoning district on this 14.95 acre property from S-1 to R-8 PRD (Planned Residential Development) to allow this constrained property to develop as a single family housing community. Sterling Vista which is being proposed as a premier 61 lot, single-family neighborhood with 29% of open space on this vacant infill property along the I-17 frontage road. The development is located on the northwest corner of 31st Avenue and Pinnacle Vista Drive in Phoenix, Arizona
General Plan
Every municipality is required to have a “General Plan” which is the city’s vision for future growth and land use development. General Plans are updated every 10 years and are voted upon by City Council and then ratified by the citizens of that municipality. The City of Phoenix’s General Plan for this project site is Residential with an allowable density ranges of 2-5 dwelling units per acre. Sterling Vista provides a density of 4.08 dwelling units per acre which is under the maximum allowed to develop on this site and meets the goals and objectives outlined in the Phoenix General Plan.
Circulation
Entrances will be located along 31st Avenue and Pinnacle Vista Drive. The collector frontages along 31st Avenue and Pinnacle Vista Drive will be developed to provide for vehicular and pedestrian circulation needs, as well as providing right of way landscaping with wide landscaped tracts along the community’s perimeter, including a 1.79 acre landscaped tract under the existing transmission lines along the I-17 frontage road.
Traffic
K.Hovnanian Homes hired Y2K Engineering, a reputable and local traffic engineering firm, to analyze any traffic impacts related to the development of the proposed Sterling Vista community. Y2K concluded the following:
“Based on the relatively low trip generation and residential use of the proposed development, limited traffic impacts are anticipated within the project area”
Schools
Our team has been working closely with Deer Valley Unified School District on a Donation Agreement to alleviate any impacts to the School District as a result of adding homes to the area. We are hopeful that this Donation Agreement will be approved at the next School Board meeting.
Commitments to the Community

- Open Space Buffer along northern boundary – we are providing 33 ft wide open space along northern boundary
- Horses, Roosters and rural lifestyle – we will gladly add something to the Sterling Vista CC&Rs for future homeowners to acknowledge the surrounding rural lifestyle and eliminate any issues with surrounding rural lifestyles
- Rentals – CC&Rs will restrict number of rental properties in the community to 10% (6 homes) minimum 6-month lease
- Short term rentals – CC&Rs will prohibit weekend rentals
- Streetlights – we will work with city to minimize the number of streetlights required (Dark Sky Ordinance)
- 31st Avenue sidewalk taper– If the City wants the taper, we will file a technical appeal if needed to ensure no impact to neighbors to the north
