Editor’s note: Proposition 121, the Open Elections/Open Government Act, creates a “top two” primary election system in which all candidates running for office appear on the same ballot. Beginning with the 2014 elections, the two candidates receiving the highest votes for each office would advance to the general election.
The proposition’s provisions would not apply to the election of the president and vice president or to any office for which political-party affiliation may not appear on the ballot.
