A Maricopa County supervisor says placing a moratorium on all new county government rules will help local businesses thrive, AP reports.

Supervisor Clint Hickman wants Maricopa County to prohibit its departments from initiating any ordinance, rule or regulation except if voted on by a majority of the five-member board of supervisors.

To be approved, the new rule would also have to prevent a significant threat to public health, peace or safety.

Hickman says the ban should stay in place until 2016.
