A personnel request from Pinal County Attorney Lando Voyles was delayed for the third time by the Board of Supervisors on Wednesday.

The request is for an administrative assistant position, currently vacant, in the Pinal County Attorney’s Office to be changed from merit protected to at-will status, which does not have the same job security. It was first brought before the board at its July 10 meeting. On Wednesday, it was pushed back to the board’s Aug. 28 meeting.

Board Chairman Steve Miller said by phone Friday afternoon the reason the agenda item was delayed for the third time is because the county has received myriad

suggestions on who “counts” as an at-will employee.

State statute says the county is not permitted to have more than 10 percent of its workforce comprised of at-will employees.

Clearly, the board wants to comply with Arizona law; where it gets complicated is trying to track how close the county is to that 10 percent threshold.
