WinCo sues Surprise over building delay

WinCo Foods has filed a lawsuit against Surprise to block a city board that could stop construction of a grocery store.

The suit from the no-frills chain is the latest salvo in a growing legal battle over the fate of the planned WinCo on Bell Road near Loop 303.

WinCo is expanding in Arizona and the Western U.S. The company, founded 1967 in Boise, Idaho, has 91 stores in seven states and employs about 15,000 people, it says.

In the Valley, WinCo has four stores, in Gilbert, Glendale, Mesa and Phoenix. In addition to its proposed store in Surprise, the company plans to open another in Gilbert.
