Stagnant wages and shaky job security have left Glendale with one of the highest turnover rates in the Valley, but administrators aim to turn that around.

Non-union employees will likely see their first raises since 2008 next year. The endeavor will cost $1.6 million next fiscal year if the council approves the budget. The city would provide 2.5 percent raises across the board and lift the floor of some pay scales by the thousands.

“We’ve really gone through a rough six years with our employees,” said Jim Brown, human-resources director.
