Since 1988, Kingman voters have supported the so-called home rule option, which allows the city to exclude water, sewer and sanitation expenditures from budget limits imposed by the state.
They have four million reasons to do so again this year.
There are a number of reasons why voters in Kingman and 78 of 90 other cities consistently opt for a home rule option or permanent base adjustment, according to Finance Director Coral Loyd. The vast majority has chosen some form of home rule.
