Code enforcement protocol varies widely, but most municipalities respond to complaints, and some go further with proactive work to seek out violations, said City Attorney Mike Rankin.
He helped author the city’s Neighborhood Preservation Ordinance, adopted in 2003.
The ordinance, known as the so-called “slumlord” ordinance, consolidated code enforcement into one department and made explicit which health and safety violations — including plumbing, electrical and structural problems, plus heating, cooling and proper ventilation — were covered by the code enforcement division.
