The West Valley has a significant and growing Latino population — as high as 80 percent in some places — and the political leadership in four of the largest cities and one of the smallest reflects that diversity.
Smaller cities, however, still have city councils that largely are White, even in places where half the population is Latino.
In Avondale, 50 percent of residents are Latino, but there is only one minority member on the council, an African-American man. But in Tolleson, where 80 percent of the population is Latino, six of seven council members are as well.
