Initiative would give fiscal relief to universities

A Flagstaff resident hopes to force state lawmakers to do what they haven’t done for years: increase aid to the state’s three universities.

Matthew Capalby has filed the necessary paperwork to start gathering signatures to set last year’s per-student state funding as an absolute floor: $5,092.

Then, beginning in the 2016-2017 school year, that figure then would be adjusted to match inflation, something that would need to be done each year.
