David Garcia, currently city manager for Coachella, California, brings 35 years experience into the interview. Prior to 2010, Garcia worked for the Department of State as the interim governor of the biblical town of Babylon, now called Babil Province, in Iraq. He held the position for three years. He was also formerly the city manager in Chula Vista, California, Corpus Christi, Texas, and worked as the county administrator for Yuma County and as a deputy city manager in Phoenix during his career.
Craig Malin, the former city administrator for Davenport, Iowa, stepped down in June in a split-council controversy over a road extension to a casino.
