The controversial effort could pave the way for President Barack Obama to declare a national monument in his last year in office.

Arizona tribes are supporting a new Democratic effort to protect areas around the Grand Canyon

The legislation is unlikely to pass the GOP-controlled Congress but could prompt the president to take executive action

But opponents say a national monument would kill jobs and restrict hunting and ranching.
