Phoenix OKs incentives for downtown Fry’s grocery store, high-rise

A high-rise project including downtown Phoenix’s only grocery store will move forward with millions of dollars in city incentives, the City Council decided Wednesday.

The roughly 300 apartments, 1,500 square feet of office space and urban Fry’s grocery store proposed by RED Development are slated for a parking lot known as “Block 23” that dates back to Phoenix’s original town site.

The City Council approved on a 7-2 vote a package of financial incentives to launch the project. Councilmen Jim Waring and Sal DiCiccio voted against it, citing opposition to a property-tax break.
