Property owner’s rights and developer protections when construction defects occur. Rose Law Group Litigation Attorney Loren Ungar discusses “legal protections” for homebuilders and the legislation Arizona has enacted (A.R.S. § 12-552) that attempts to “deal with the problem of prolonged homebuilder exposure to liability for latent construction defects,” in Rose Law Group Reporter. http://bit.ly/2kAOc8Z

With House approval, Senate brings San Tan Valley residents closer to dream of incorporation. “[SB1125] removes the ability of nearby communities to veto another new city or town on its borders.” However, Capitol Media Services’ Howard Fischer reports in Arizona Capitol Times that “ending the veto power of Florence or Apache Junction does not guarantee there would be a new town.” Find out what else is required before the community of “nearly 110,000” can quit dreaming and legitimately start calling itself The Town of San Tan Valley. –> http://bit.ly/2kQE8HB

[IN-DEPTH] What a wall along the Mexican border means for the U.S. housing market. “[Some] are expected to lose, through eminent domain, at least portions of their property… Others will likely wind up on the Mexican side of the wall.” On the other hand: “If [the wall makes] residents feel safer, property values will rise.” Realtor.com’s Clare Trapasso looks at those who are ”anxiously waiting for the wall to rise, some eagerly, others with dread,” and how their “lives could change dramatically” as a result. http://bit.ly/2lspd9t

Realtors: Majority of metros hit peak levels in 2016. “The fourth quarter of 2016 saw the best quarterly sales pace of the year, but also pushed housing inventory to record lows, and many markets to home prices with record highs, according to the latest quarterly report from the National Association of Realtors.” Get the numbers, plus see what NAR Chief Economist Lawrence Yun has to say about the “[d]epressed… inventory conditions,” in HousingWire. http://bit.ly/2lsmLji 

Corelogic: Home prices to moderate in year ahead. CoreLogic head honcho Anand Nallathambi and the company’s chief number-cruncher Dr. Frank Nothaft give us their “price growth rate” forecasts for the year ahead, in this rather concise report from RISMedia. http://bit.ly/2kdsDYB

Housing experts see rising rates as #1 concern. “Increasing mortgage rates and their impact on affordability will be the most significant force driving the 2017 housing market, according to [‘more than 100 housing experts and economists’ in] the latest Zillow Home Price Expectations Survey.” Head to Builder for the findings, which also include “concerns [about] inventory shortage and shifting demographics.” http://bit.ly/2kXw5ek

[FEATURE] The next American farm bust is upon us. “[A] multiyear slump in prices for corn, wheat and other farm commodities…. American farmers’ incomes [estimated to] drop 9% in 2017… extending the steepest slide since the Great Depression into a fourth year.” The Wall Street Journal looks at how these and other factors are playing into “concerns that the next few years could bring the biggest wave of farm closures since the 1980s.” http://bit.ly/2kXvcCx

L.A. planning commissions approve 90% of requests by developers to exceed zoning laws. [An analysis by the LA Times of nearly 1000 cases’ found that about] 90% of requests for general plan amendments, zoning or height district changes… have been greenlighted since 2000….
