Pinal County attorney fears long term implications of new RICO bill

Pinal County Attorney Kent Volkmer thinks reforms to how law enforcement seizes criminal assets will be an “open invitation” for more drug cartel activity.

The Arizona Legislature passed a bill this session that raises a prosecutor’s burden of proof for seizing assets connected to criminal activity. After only one state representative voted against the bill, Gov. Doug Ducey signed it into law Wednesday.

Having already expressed his concerns about the bill, Volkmer said he was disappointed by the governor’s decision but understood Ducey was in a difficult situation, considering the bill’s strong legislative support.
