In June, Diamondbacks President Derrick Hall emailed Phoenix City Manager Ed Zuercher, hoping to discuss “an opportunity” for a partnership between the two organizations.

Details in the email — obtained by The Arizona Republic through a public records request — were scant. Hall said he needed the city manager to sign a nondisclosure agreement before he would send over a document explaining the opportunity.

The Republic also requested that document from Phoenix, but the city declined to provide it.

City spokeswoman Julie Watters said they do not believe that document was a public record, that it had been “loaned” by the team to the city to review and was then returned to the team, per the terms of the nondisclosure agreement, last week.
