Do CBD business have to follow the Arizona hemp rules?

No, the Arizona Hemp Program oversight only extends from the growth and cultivation of industrial hemp to the point of processing, so CBD products may be manufactured and sold in Arizona without regulation from the Department of Agriculture.  CBD products may still be subject to food handling laws, laws and regulations of the Food and Drug Administration, or other laws related to hemp of other agencies. 

For example, the Farm Bill has explicitly preserved the FDA’s authority to regulate products containing cannabis or cannabis-derived compounds such as CBD.  This means that CBD is subject to the same authorities and requirements as FDA regulated products containing any other substance.
